Philippine DOE delays BHP permits … again

The Philippines Department of Energy (DOE) has decided to further delay the awarding of two deepwater Sulu Sea blocks to a BHP Billiton-led consortium over “the terms of the service contract”. The awarding of the blocks has been delayed “indefinitely due to persisting differences”.

In a statement the DOE said, “The main difference in the proposed service contracts is that BHP wants full control over their appraisal and work program without any interference from the DOE.”

“This is the fundamental difference we are struggling to deal with now,” it added without elaborating further.
